1. Celebrating Women's Gains…Confronting Women's Issues
 
"Celebrating Women's Gains…Confronting Women's Issues" is the Opening Plenary Session. Women's rights and gender equality advocates will speak on overall gains as well as critical issues that remain or have recently surfaced in the ten-year implementation of the Beijing Platform for Action (BPFA). What socio-political, economic and cultural forces have helped make the BPFA a reality for Asia-Pacific Women? What forces had undermined it? Are our achievements real and secure or do these remain volatile and elusive? What do women's movements have to watch out for in order to defend, enhance and realize hard-won commitments to our empowerment and equality with men in society?

2. Asian Women in Muslim Societies: Perspectives and Struggles
 

Muslims comprise a significant proportion of women in the Asia Pacific region yet their issues have been treated distinctly and marginally within trans-regional feminist networking in Asia Pacific. Ten years after Beijing, we find everywhere the villification of Islam and Muslims as the hegemonic and fundamentalist agenda of neo-liberalism and global war becomes entrenched.

On the other hand, nationalist political posturing, party politics and social resistances against imperialism and war have also carried socio-ethical ideas privileging certain ethnic, religious, cultural, or sexual identities that divide women and exclude some women (and men). What are the perspectives of Asian women in Muslim societies on these issues? What varied struggles are they waging nationally, regionally and internationally? How have the transnational women's movements affirmed/not affirmed their perspectives and struggles?

3. Trans-national Women's Movements: Challenges and Future Politics in the Period of Globalization

To many, Beijing signifies a high point in women's networking and the celebration of inter/trans-national women's movements. Ten years after Beijing, there are criticisms that the women's movements and feminists have become de-politicized, co-opted by the multilaterals and governments, or isolated from other progressive movements. Sharpened differences and contradictions have brought to the fore women's multiple and layered identities leading, it is claimed, to a fragmentation of women's movements into several often disconnected networks. Have the women's movements lost their progressive politics and radical critique? What are current strategies and tactics in trans-national feminist / women's movements organizing?

4. Women's Rights, Democracy and The Challenges of Sustainable Development
 

The role of the market in development has gained significant grounds since Beijing, overturning global expectations raised by the 1990's conferences. Many NGOs, and women's groups in particular criticize new international frameworks for development for drastically limiting the targets related to women's rights, equality and development that have been won in the Vienna, Cairo and Beijing conferences. Women NGOs and other civil society organizations have raised serious concerns about the lack of reform in global governance structures and processes that lay at the root of chronic poverty among women and men. They have also raised their voices against the insecurity arising from war. How can the women's movements face the threats of global marketization and managerialism? How useful is the rights-based approach in addressing these trends in global governance? What imperatives do we see in the achievement of sustainable development for all?
